Open the downloads folder and click the BabelEdit-5.3.0.deb - on most Debian based systems, this should install BabelEdit automatically.
In case this does not work - or you prefer the installation via command line:
cd Downloads/sudo apt install ./BabelEdit-5.3.0.deb
