Open the downloads folder and click the TexturePacker-7.6.2.deb - on most Debian based systems, this should install TexturePacker automatically.
In case this does not work - or you prefer the installation via command line:
cd Downloads/sudo apt install ./TexturePacker-7.6.2.deb
